Pro vs anti-federalism

Nepal has been practicing a federal structure for the last five years after the promulgation of constitution in 2015. In accordance with the concept of a federal system, Nepal has been divided into seven provinces, 77 districts and 753 local levels. Now, each province has its own government along with the federal government at the centre. During these five years, this federal structure has not been able to perform well to meet the expectation of the people. Some pertinent concerns raised about the existing federal structure are, why the large number of provinces in a country with a small population and small geography, and also why we need so many parliamentarians and ministers.HOW TO CREATE YOUR PERSONAL BLOG

Despite the people’s expectation for peace, good governance, development and prosperity through the existing structure, none of the past governments were able to meet them due to irresponsible, insensible and self-centred political acts of the senior leaders. Some constitutional experts opine that the then seven-party alliance and Maoists’  decision to convert Nepal into a federal structure was nothing short of a drama to deceive the common people with their rosy political slogans touting federalism as the best alternative for Nepal’s prosperity. But, it has been almost five years since the local, provincial and federal governments took office, yet no concrete development activities and effective delivery of essential services have been implemented or carried out. That is why all three tiers of governments are facing huge challenges in implementing federalism. FEDERALISM-A WHITE ELEPHANT

It was surprising to hear PM Dahal saying that any member of his cabinet who speaks against or criticizes federalism and republican order would be asked for clarifications, “PM says won't brook criticism of federalism” (THT, 25 January, Page 1) as if he does not know that his cabinet is a combination of pro and anti-federalism political forces. The RSP and RPP do not accept the current model of federalism and vow to change it. The Dahal coalition government has just completed one month of its formation. It remains to be seen how his diverse and colourful government will move ahead.EXPEL CORRUPT LEADERS
